Short-Term Rentals and Real Estate in Pitkin County: Key Insights from Recent Valuation Appeals
Pitkin County, a hotspot for short-term rentals (despite Aspen’s new short-term rental tax) and prime real estate sales, has witnessed significant property valuation reductions following recent property tax evaluation appeals. The appeals reduced Pitkin County and City of Aspen property values by a staggering $1.33 billion. One of the county’s appeals officers drafted an analysis of the appeals and their results.
Here’s a brief summary:
- 2023 saw an exceptional increase in property valuations, leading to approximately 4,000 valuation appeals, a testament to the (frankly speaking) outrage owners felt toward the effect of the Covid property valuation bubble. This is no surprise considering properties under appeal experienced a cumulative valuation surge from $8 billion to $14.91 billion, a nearly $7 billion, or 86%, increase in value.
- During the initial appeals phase, 2,400 of the 4,000 appealing property owners successfully negotiated lower valuations with the Pitkin County Assessor’s Office.
- Progressing to the next level, 1,593 owners pursued their appeals, seeking formal hearings. Out of these, 41% achieved a reduction in their property values, while a quarter settled on mutually agreed values, avoiding the hearing process.
- Interestingly, in 25% of all appeal scenarios, the valuations stood firm, with the hearings not resulting in any reductions.
- Post reductions and consensus, the increase in valuations for the properties in the appeal process dropped from the above-mentioned $8 billion to $5.57 billion – a more than 30% drop due to individual homeowner efforts.
My opinion:
The county really overreached, seeking significantly increased taxes for their coffers, aka, a money-grab. But a significant percentage of the homeowners who took action and pushed back against the county were able to achieve some real savings (we were happy to help all those who requested sales comp information). Well done!
